CWE-281, CWE-668

Impact

A federated user can perform arbitrary SCIM operations on a local user account and take it over if both accounts share the same username. The attacker needs network access to the SCIM endpoint and a federated account with a matching username.

Root cause

The SCIM 1.1 and 2.0 endpoints fail to validate authorization properly when mapping federated user actions to local user store accounts sharing the same username.

CVSS v3.1 · CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:H/A:N

Fix & remediation

Apply the vendor patch referenced in WSO2-2025-4438; as a temporary mitigation, disable user self-registration or restrict access to the SCIM endpoints.

AI-suggested. Run it in staging first and check it against the vendor advisory. Why?

NVD description

The SCIM endpoint does not sufficiently validate authorization for federated users when performing operations against the local user store. This occurs when a local and a federated user share the same username, allowing a federated user to perform actions intended for a local user, including arbitrary operations. A malicious actor authenticated as a federated user may perform arbitrary operations on local user accounts via the SCIM 2.0 or SCIM 1.1 endpoints when local and federated users share the same username. This could lead to user account takeover. Deployments that do not support user self-registration are considered medium severity.
